Homeless Assistance Program

 

Are you or someone you know in danger of being evicted from your apartment or home? Or perhaps, you have already been evicted and are currently homeless and do not know where to go for help then please dial 211 or text your zip code to #898-211 to talk with an operator for free, anytime day or night.  HAP does not provide assistance directly to individuals. Individuals requesting assistance must contact 211.

Homeless Assistance Program (HAP) is a county-directed program that offers a variety of supportive services to individuals and families experiencing or at risk for homelessness and who can demonstrate that, with HAP intervention, they will be able to meet their basic housing needs in the near future. 

HAP includes five components:

  1. Bridge Housing

  2. Case Management

  3. Rental Assistance

  4. Emergency Shelter

  5. Innovative Supportive Housing

A county may choose to provide one, some, or all of the components as part of its program, depending upon its unique regional needs. HAP gives counties flexibility in creating their programs because human service agencies based at the local level are intimately acquainted with the local human services network and the needs of the community. Locally, the Lycoming County United Way is a sub grantee for the Lycoming County Government that administers the program for Lycoming County.

HAP helps to assure that homelessness can be avoided, people who are homeless can find refuge and care and homeless and near homeless clients are assisted in moving toward self-sufficiency.

ANNOUNCEMENT OF FUNDING OPPORTUNITIES

Applications for fiscal 2023-2024 are now closed.  Information on new HAP funding in 2024-2025 should be available in July 2024.
